Public Policy and Development at inVision U: Why Choose This Program?

Kazakhstan’s public administration system is rapidly evolving. Every year, new development strategies, urban planning concepts, and policy initiatives are introduced across the country. This transformation is creating growing demand for professionals who can not only design these systems, but also turn them into real-world solutions.
Experts who can combine data analysis, urban understanding, international cooperation, and policy implementation are still rare. That is exactly why a new generation of professionals is needed.
The Public Policy and Development program at inVision U was created in response to this demand. From the very first year, students learn how governance systems function and how they can actively contribute to shaping and improving them.
What is Public Policy and Development?
Public Policy and Development combines disciplines that are rarely connected in traditional education. At inVision U, economic analysis, social policy, and urban and regional development are closely integrated with both qualitative and quantitative research methods.
The program is built around one key idea: a true public policy professional is concerned with issues such as unequal access to education, migration flows, climate policy, and urban infrastructure. Students at inVision U learn to understand the root causes of these challenges, develop practical solutions, and bring them to implementation. That is the core philosophy of the program.
Throughout their studies, students take courses in microeconomics, macroeconomics, qualitative and quantitative research methods, project management, and Big Data for Cities. Alongside these, they study comparative politics, social policy, and the history of urban governance. The curriculum is designed as an interconnected system where every course builds on the last.
Anel Kulakhmetova, Director of the Public Policy and Development program, previously worked as a National Consultant on Child Protection for UNICEF Kazakhstan. She has taught at the OSCE Academy in Bishkek, SDU University, and Narxoz University. Since 2023, she served as Dean of the Humanities School at Narxoz University and currently holds the position of Provost at inVision U.
Who is this program for?
- For students interested in urban and regional development.
Urban studies, rural development, infrastructure, and migration are all integrated into the curriculum — not as abstract theories, but as real-world challenges students work with directly.
- For those who want to work with policy data.
Through courses such as Big Data for Cities and research methodology, students learn not only how to collect information, but how to analyze it, identify patterns, and turn insights into policy decisions.
- For students considering careers in international organizations.
The program prepares graduates for work in institutions such as the United Nations, UNDP, UNICEF, IOM, and UN Women. Students gain an inside understanding of how international development systems operate.
- For those interested in climate policy and sustainable development.
Ecological Economics and Climate Policy and Justice are core courses within the program. They are designed for students who understand that environmental issues today are deeply connected to politics and economics.
- For students who want to create change through NGOs or civic activism.
Courses such as Citizenship and Public Ethics and Civil Rights Advocacy provide both theoretical foundations and practical tools for working with urban and rural communities and supporting their development.
What will students study?
- Economics Foundation
Students study microeconomics and macroeconomics — essential disciplines for understanding how policy decisions affect economies and societies.
- Urban Policy
Courses include “City: History and Governance,” “The 21st Century City: Opportunities and Challenges in a Global Context,” and Big Data for Cities. Kazakhstan is urbanizing rapidly, and professionals who understand how to manage this process are already in high demand.
-Research Methods
Students learn both qualitative and quantitative approaches. They develop the ability to support arguments with evidence through surveys, large-scale data analysis, and interpretation of research findings.
-Governance and Public Policy
Comparative public policy, citizenship and public ethics, and social policy form the theoretical and practical basis for careers in government institutions and international organizations.
- Climate and Sustainability
Students explore ecological economics, climate policy, and climate justice — one of the fastest-growing professional fields globally and one facing a major shortage of qualified specialists.
- Migration Studies
A dedicated course focuses on migration as one of the most pressing issues in modern politics, particularly relevant for the Central Asian region.
- Elective Courses
Students can specialize further through electives in urban and rural development, public sector PR and branding, media production, and public opinion management.
Career Opportunities for Graduates
Public Policy and Development offers one of the broadest career paths among all five inVision U programs. Possible career roles include:
- Policy Analyst
- Program Coordinator
- Civil Rights Advocacy Officer
- Urban Planner
- Migration Officer
- Public Policy Researcher
- Public Opinion Researcher
- Public Policy and Urban Development Consultant
- Sustainability Coordinator
- Government Relations Specialist

Government institutions, urban and regional development, consulting and research, NGOs and non-profit organizations, private foundations, environmental organizations, and international institutions such as UNDP, UN Women, UNICEF, ILO, IOM, and FAO.
Why choose this program?
Kazakhstan is actively building new institutions and transforming existing systems. New urban projects are emerging, public institutions are being reformed, the NGO sector is expanding, and international organizations are strengthening their presence in the region. Yet professionals capable of rigorously analyzing policy, working with data, and designing development strategies remain scarce.
Public Policy and Development is designed to address this exact gap. Graduates of the program can interpret economic data, design policies for cities and regions, conduct qualitative and quantitative research, understand climate agendas and their connection to urban planning, and effectively engage with international organizations.
